Delhi Enters Stage III Air Quality Alert.

Introduction:

The Commission for Air Quality Management (CAQM) has recently escalated Delhi’s air quality response to Stage III of the Graded Response Action Plan (GRAP). This decision follows a decline in air quality, categorizing it as ‘very poor’. Unfavorable weather conditions have exacerbated pollution levels in the region.

About GRAP and Its Stages

The Graded Response Action Plan (GRAP) is a structured framework aimed at combating air pollution in Delhi-NCR. It consists of multiple stages, with each stage corresponding to the severity of air quality. As pollution worsens, stricter measures are implemented to mitigate health risks.

Conditions Leading to Stage III

The CAQM attributed the recent air quality decline to calm winds and low mixing height. These factors have led to an accumulation of pollutants in the atmosphere, necessitating urgent action to safeguard public health.

Measures Under Stage III

Under Stage III, several measures will be enforced. Schools and colleges in Delhi and surrounding areas will adopt hybrid learning for students up to Class V. This includes offering online classes for those opting for remote learning.

Vehicle Regulations and Restrictions

To curb vehicular emissions, stricter regulations will be imposed on inter-state buses entering Delhi. Only electric, CNG, or BS-VI diesel vehicles will be permitted. Additionally, diesel medium goods vehicles (MGVs) with BS-IV or older standards will be banned, except for essential goods transport.

The updated GRAP mandates that Resident Welfare Associations (RWAs) supply electric heaters to sanitation and security staff. This initiative aims to discourage open burning of biomass or waste. Exemptions for individuals with disabilities will allow them to use BS-III petrol and BS-IV diesel vehicles despite the restrictions.
